Beginning watercolorists need to learn the 4 basic ways to apply paint to
paper.  But first you need to learn the definition of wet and dry!

Wet Paint drips from the paint brush.
Dry paint sticks to the paint brush
(either it is thick paint with little water or
you have touched the paint brush to a
paper towel to absorb some of the
wetness).
Wet paper is when you take clear water
and "paint" a section of your paper.  You
will be able to see that the paper is wet.  
Dry paper does not have water OR wet
paint applied.  (Dried paint is another
story so keep reading...)
